Electronic invoicing in Canada — Current state

Unlike many countries (Italy, France, Brazil, Poland), Canada doesn't yet mandate B2B electronic invoicing. However, Public Services and Procurement Canada (PSPC) has been piloting Peppol-based e-invoicing for federal procurement since 2019, and provinces are following. This guide covers the current state, voluntary adoption benefits, and how to prepare.

Current Canadian e-invoicing landscape

No mandatory B2B e-invoicing rules at federal or provincial level (as of 2026). However: PSPC accepts Peppol e-invoices from federal vendors voluntarily, BC and Quebec have e-invoicing initiatives for provincial procurement, and CRA accepts electronic invoices for ITC purposes if they meet documentary requirements (legal name, BN, GST/HST charged, etc.).

Peppol Canada

Canada joined the Open Peppol network in 2020. PSPC operates a Peppol Access Point for federal procurement. Vendors can register on the Peppol network and submit invoices to federal departments using the Peppol BIS Billing 3.0 format. Voluntary; reduces paper, accelerates payments (15-30 days vs 60+ for paper).

Documentary requirements for ITC

For Input Tax Credit (ITC) claims, CRA requires invoices to include: supplier name, supplier BN, supplier address, recipient name, invoice date, total amount, GST/HST charged with rate, invoice number. Electronic format is accepted. Retention 6 years from end of last fiscal year invoice relates to.

When to consider e-invoicing

Cost savings: paper invoice ~$15-25 to process vs ~$0.30 electronic. Faster payments: federal vendors on Peppol report 50% faster payment cycles. Better audit trail: every invoice digitally traceable. Future-ready: as Quebec and other provinces move toward mandates, early adopters have less friction.

Should I register on Peppol?

Paper invoice processing costs $15-25 (printing, mailing, AP processing). Electronic: $0.30-1 per invoice. For 1000+ invoices/year, savings are substantial.
