e-Residency — complete guide for application and use

e-Residency is the Estonian program that gives foreigners a digital identity to manage an Estonian company remotely. In this guide we walk step by step through: application, ID-card pickup, what an e-resident can and cannot do, how to file reports with EMTA, how to set up banking.

01

Application process — €100 state fee

Application is filed online at e-resident.gov.ee. You need: valid passport (at least 6 months validity), photo (passport standard), motivation letter (what you plan to do in Estonia), CV, police clearance (World criminal register via Interpol/Europol). State fee €100 (one-time), paid by credit card. Processing time: 4-6 weeks officially, in practice 6-8 weeks. The decision is emailed.

02

ID-card pickup — at Estonian embassy

After a positive decision you choose where to pick up the ID-card: at an Estonian embassy (Berlin, London, Paris, Stockholm, Tokyo, San Francisco, etc — 40+ points) or at an Estonian PPA point (Tallinn, Tartu, Pärnu, Narva). Pickup requires a new in-person visit (fingerprints + ID-card hand-off). The ID-card contains two PIN codes (PIN1 authentication, PIN2 signing) + PUK code (unblock). Card is valid for 5 years.

03

What e-residents can and cannot do

CAN: set up an Estonian OÜ (€265 fee, 30 min online), sign digitally under eIDAS QES, file reports with EMTA, use Estonian digital services (e-Health no, since you're not an Estonian resident). CANNOT: get an Estonian visa, get Estonian tax residency (you must be 183+ days in Estonia), open an Estonian bank account without a physical visit (LHV, Swedbank require in-person meeting). Alternatively N26, Wise, Revolut offer multi-currency accounts.

04

First-year costs and obligations

Initial investment: €100 application + €265 OÜ formation + €0-300 e-Residency service provider (Xolo €0-19/month, 1Office €19-49/month, Companio €99/month). Obligations: annual report (TDD) by 30 June of the following year, KMD monthly if VAT-liable (over €40k per year), TSD monthly if you have payroll employees. Typical e-resident OÜ cost: €300-1500 per year (depending on service provider).
