Tax Authority & VAT File Registration

A new Israeli business opens its files with the Israel Tax Authority before issuing the first invoice: an income tax file, a VAT file if it charges VAT, and a withholding file if it pays salaries. The files are linked to your ID or company number, so incorrect details cause trouble for years.

The files a business actually needs

The Israel Tax Authority (רשות המסים, ITA) keeps separate files for separate obligations. Every business has an income tax file. A business that charges VAT also has a VAT file, and an employer has a file for income tax withheld from salaries. An individual with a company and a sole-proprietor activity can end up with several files under different numbers.

The VAT file is tied to the business identifier: the ID number for a sole proprietor, the company number for a company. The tax office uses that identifier to match your invoices, your VAT reports and your counterparties' reports, so a typo in a single digit can produce a mismatch notice many months later.

Open only the files you need now. A freelancer with no employees does not need a withholding file, and opening it early only creates empty reports that must still be submitted.

If you run two activities, for example consulting as an individual and a product business through a company, keep them in separate files and separate invoice series. Mixing them makes it unclear which entity earned the income and which one owes the tax.

Documents the tax office asks for

Expect to present identification and the address where the business operates. For a company, add the certificate of incorporation, the articles, the directors and shareholders list, and a resolution naming the person who signs for the company. For a sole proprietor, a lease or ownership proof of the business address is usually requested.

The registration form asks for the activity description, the expected turnover and the accounting method, and these choices decide the reporting frequency. State the activity in the plain wording of your real services, because a vague description may trigger a clarification call that delays the file.

Bank details are part of the form. Refunds, if you are in a refund position, are paid to the account you give, so use the business account rather than a personal one.

If the activity changes later, notify the tax office. A consultant who starts importing goods, or a shop that adds a service line, should update the description so that deductions claimed in the future match the registered business.

What happens after the file is open

Once the VAT file is active you can issue tax invoices with the VAT file number printed on them. The ITA also assigns your reporting period and you receive access to the online services where reports are submitted and statements of account can be read.

From the first invoice, your obligations run in two tracks: periodic VAT reports to the ITA and the annual income tax return. Missing the first VAT period is more common than missing the annual return, because the first period often falls before the founder has settled on a bookkeeping routine.

Many businesses appoint their accountant to act on their behalf through a power of attorney lodged with the tax office. This lets the accountant read your statements and submit reports, while you remain legally responsible for what is filed.

Check your online tax account at least monthly. Statements of account show payments credited, assessments issued and open balances, and a small unnoticed difference grows with interest if nobody looks at it. Compare the statement with your own ledger and ask the accountant about every item that does not match.

Common errors in the first months

Issuing an invoice before the VAT file is active means the invoice may not be valid for the customer's input VAT claim. The fix is slow, since the customer will need a corrected document and may refuse to pay until it arrives.

Using different company names or addresses on invoices than the ones registered with the ITA creates mismatches that surface during audits. Decide the exact trading name, address and logo text once, and reuse them in every template.

Another common error is forgetting that VAT collected from customers belongs to the state. Money in the account at the end of the month is not all yours; set aside the VAT amount as you invoice, not when the report is due.

A short checklist before the first invoice

Confirm that the income tax file and the VAT file are both active and that you know your reporting period. Write the due dates of the first three periods into a calendar shared with your accountant, because the first reports are the ones most often missed.

Decide the invoice numbering. Tax invoices must follow a continuous numbered series, so choose a format that will still make sense after a thousand documents, for instance a year prefix and a running number. Changing the format mid-year invites questions.

Prepare the template with the registered legal name, address, company or ID number and VAT file details. Ask the accountant to check one sample before the first real customer receives it.

Set up a separate savings line for VAT collected. A company that spends the VAT it invoiced in month one will struggle to pay the report in month three, and the Tax Authority charges interest on late payments regardless of the reason.

Finally, agree with the accountant how documents will travel: purchase invoices, bank statements and payroll slips should reach them on a fixed day each period, in a fixed format, so that the VAT report is a routine task instead of a scramble.

Where the 4b2b modules fit

4invoices.net issues PDF invoices with the details you enter and stores them in an archive, so the numbered series is easy to produce for your accountant. 4softerp.net can hold the ledger. Neither tool opens files, submits reports or communicates with the ITA; those steps remain with you or your accountant.

01
Obstacle

VAT return is assembled manually from spreadsheets every two months — error-prone and time-consuming.

Solution

Prepare the PCN874 return yourself or with your accountant, using your invoice records as a source. 4b2b does not generate or submit PCN874 files.

02
Obstacle

Input VAT claimed on invoices without an allocation number gets disallowed on audit.

Solution

Check the allocation number on each incoming invoice yourself before you claim input VAT. 4b2b does not validate allocation numbers.

03
Obstacle

VAT collected from customers is spent before the report is due.

Solution

Move the VAT portion of each invoice to a separate savings line when it is issued. 4b2b does not hold or reserve funds for you.

Do I register for VAT before or after incorporating a company?

After. The VAT file is opened for the company, so you need the company number first. Incorporate with the Companies Registrar, then open the income tax and VAT files with the Israel Tax Authority, and only then start issuing tax invoices. Invoices issued earlier under a personal name can cause confusion about who the supplier was.

Can my accountant open the files for me?

Yes. Most accountants handle registration and ask for a signed power of attorney so they can act toward the tax office. You stay legally responsible for the information submitted, so read the form before signing it and keep copies of the registration confirmation, the power of attorney and the file numbers for your records.

What is the VAT file number used for?

It identifies your VAT account with the Tax Authority and appears on your tax invoices and in your VAT reports. For companies it normally follows the company number. Counterparties use it to check that your invoices come from a registered dealer when they claim input VAT, so a wrong digit can delay their refund.

How often are VAT reports due?

The Tax Authority assigns a reporting frequency, monthly or every two months, based on your turnover and profile. The due date is shown in your online account, and reports are due even if there were no transactions in the period. A nil report still has to be submitted on time.

Do I need a separate registration for employees?

Yes. If you hire, you open an employer withholding file for income tax and register as an employer with the National Insurance Institute. These are separate from the VAT file, and each has its own periodic reports, so plan the registrations and the payroll calendar before the first payday arrives.
