What the allocation number is
The programme known as Israel Invoice (חשבונית ישראל) requires a supplier to request an allocation number (מספר הקצאה) from the Israel Tax Authority for a qualifying tax invoice, and to print it on the invoice. The number is issued online and links the document to the transaction in the authority's system.
It works as a pre-approval. The authority sees that a particular supplier intends to invoice a particular buyer for a particular amount before the document reaches the buyer, which lets it match the figures in later VAT reports.
The programme was introduced in stages, with a high initial threshold that has been lowered over time. Because the thresholds and the categories change by decision of the authority, read the current instructions on the official website before you set up your process.
Ask your software vendor or accountant whether your system reports each cleared invoice back to your ledger. A manual spreadsheet of numbers works for ten invoices a month, but it becomes error-prone at fifty.
Why customers insist on it
For the buyer, the allocation number is tied to deduction. Above the applicable threshold, a tax invoice without the number may not support the deduction of input VAT or the claim of the expense in the buyer's books. Customers' accounts-payable teams therefore return invoices that lack it, and the payment waits until a corrected document arrives.
This is the practical pressure on suppliers: a missing number delays cash, even when the service was delivered perfectly. A small agency that sends fifty invoices a month can see a week of delay on a third of them if the process is not in place.
Buyers also have their own duties. Some check the number against the authority's system before booking the invoice, so a number that does not match the supplier, date or amount will be rejected.
Building a process that works
Decide where the number is requested. Some accounting programs integrate with the authority's system and obtain the number automatically; others require a manual online request. Whichever route you use, the number must be obtained before the invoice is sent, not after.
Create a rule for corrections. A credit note for an invoice with an allocation number may follow its own rules, so ask your accountant how reversals and replacements are handled before the first correction is needed.
Test with a low-value invoice first. A rehearsal that fails on a small amount costs nothing; the same failure on the largest invoice of the quarter is expensive.
Keep a record of each number next to the archived invoice. If a customer disputes whether a document was cleared, you can point to the exact number and date.
Cases that raise questions
Invoices to foreign customers and export invoices have their own treatment, and exempt dealers issue receipts instead of tax invoices. If your business mixes these categories, do not assume one rule fits all; ask the Tax Authority or your accountant how each category is handled.
Prepayments, recurring subscriptions and invoices issued in a foreign currency add complexity because the amount, date and conversion rate need to be consistent between the invoice, the allocation request and your ledger.
Supplier-side mistakes also happen. A wrongly typed buyer ID is a frequent reason for a number that fails to match, which is why a short validation step before sending is worth the effort.
Example: a consulting firm's monthly cycle
A consulting firm bills twelve corporate clients each month. Before the programme, the cycle was simple: prepare the invoice, send the PDF, wait for payment. Under the clearance model the firm adds a step: for each invoice above the threshold, request the allocation number first, add it to the document, and only then send the PDF.
To avoid a bottleneck on the last day of the month, the firm splits the cycle. Invoices for fixed retainers are prepared and cleared on the first business day, while time-based invoices are prepared after the timesheets close. The accountant reviews the list of invoices and numbers once a week, so a failed request is caught while the customer still expects the bill.
When a customer disputes an invoice amount, the firm cancels it through the credit-note procedure and issues a new document. The customer is told in the same message which number applies to the replacement, so its accounting team does not book both.
Questions to settle with your accountant and customers
Ask your accountant which of your invoices fall under the current threshold, and whether any are exempt from the requirement. Put the answer in a one-page internal guide, so that everyone who issues invoices follows the same rule.
Ask large customers how they validate the number. Some portals check it automatically; others rely on manual review. Knowing how they check helps you decide how early to send invoices and what data to include.
Review the contract wording as well. Payment terms that start from the date of a valid invoice make the allocation number a contractual matter: an invoice without it is not a valid invoice, and the clock does not start.
Finally, follow the authority's announcements. The thresholds and categories have been adjusted in stages, and a process that was fine last year may need a new rule this year.
4invoices.net generates PDF invoices from your data and stores them in an archive, and 4notify.net can send a notification when you issue or follow up on an invoice. The ecosystem does not request allocation numbers from the Tax Authority and does not verify them; obtain the number through your authorised route and store it with the archived file.
