Fiscal receipts and VAT invoices are different documents
A VAT invoice documents a sale between businesses, or a larger sale to a customer who asks for one, and carries the information needed for the buyer to deduct VAT. A fiscal receipt is a consumer-facing record issued at the point of sale in the sectors that the regulations name, produced by approved equipment or through the process the CfR prescribes, so that the sale is traceable.
Which one you need depends on who you sell to and what you sell. A cafe, a retail shop or a hairdresser serving private customers has to think about fiscal receipts. A consultancy billing companies mainly issues invoices.
If you are not sure, ask the CfR or your accountant before opening the business. Issuing the wrong document type is a basic finding in inspections.
Mixed businesses face both. A restaurant with a corporate catering contract issues fiscal receipts at the counter and a VAT invoice for the monthly catering bill. Train staff on which document goes with which sale, and put a short rule sheet next to the till.
What a compliant invoice contains
EU VAT rules, applied in Malta, set the core invoice content: the date, a unique sequential number, the supplier's name, address and VAT number, the customer's name and address, a description of goods or services, the net amount, the VAT rate and the VAT amount. When the customer is a business in another member state and the supply is zero-rated, the invoice also carries the customer's VAT number and a reference to the reverse charge or to the exemption.
The word sequential matters. Gaps and duplicates in numbering attract questions about missing documents. If you cancel an invoice, issue a credit note rather than deleting the original.
Write amounts in euro, which is also the currency Malta uses for tax reporting. If you invoice in another currency, show the VAT amount in euro as well.
Pro-forma invoices, delivery notes and quotations are not VAT invoices and must not be used as substitutes. A document labelled pro-forma should say clearly that it is not a tax document, so a customer cannot try to deduct VAT from it.
Electronic invoices and the EU direction of travel
An invoice sent as a PDF by e-mail is an electronic invoice in the ordinary sense, and Maltese law accepts it if the buyer agrees and its authenticity and integrity are preserved. That is different from a structured e-invoice, a machine-readable file in a standard such as EN 16931 that can be processed without retyping.
The EU adopted the ViDA package in 2025, which introduces digital reporting and structured e-invoicing for cross-border transactions in stages, with the main milestones set later in this decade. Member states may also introduce national systems. Malta has not turned this into a general mandate for domestic B2B sales as of this writing, so follow CfR announcements and ask your accountant for the current position.
Peppol is a network and set of formats used by public bodies and companies in many EU countries. Some Maltese public buyers may ask for it, so ask each public customer what format it requires before you quote.
Retention and proof in an inspection
Invoices and receipts must be kept for the period required by Maltese tax and company law, and they must be readable for the whole period. A folder of PDFs on one laptop is a poor archive: when the laptop dies, so does your evidence.
Use a system where documents cannot be altered silently, are backed up and can be searched by number, date and customer. During an inspection you will be asked for specific invoices; the speed with which you find them influences how smoothly the inspection goes.
When a customer disputes an invoice, the issued PDF should match the version stored. Never regenerate an old invoice by changing the template, because the layout or wording may have changed.
Cloud systems add questions of their own: where the data is stored, who can export it if the provider stops service and how long exports remain available. Test an export of a full year of invoices once, before you need it in a hurry.
Practical scenarios
Scenario one: a Maltese software company bills a German customer monthly. It issues invoices in euro, shows the customer's VAT number, writes the reverse charge wording and records the customer's VIES check. No fiscal receipt applies, because the customer is a business.
Scenario two: a small shop sells to tourists and residents. It needs the fiscal receipting process for its sales, and a VAT invoice when a business customer requests one. The two documents may sit in different systems.
Scenario three: a freelancer sells training courses online to consumers across the EU. VAT on those digital services depends on the customer's country and on OSS, covered on the intra-EU VAT page. The invoice must still be complete and numbered.
What the ecosystem does and does not do
4invoices.net creates PDF invoices with your own numbering, company details and chosen VAT rate, and stores them in an archive. 4notify.net can send SMS and e-mail notifications from your account, for instance to tell a customer that an invoice has been issued.
The ecosystem does not produce Maltese fiscal receipts, does not transmit invoices to the CfR or any e-invoicing network and does not validate that a document meets a structured format. E-invoicing integration with a tax authority exists only for Romania.
Your accountant should confirm which documents your business must issue. Use the ecosystem for the administrative layer around them, and issue fiscal receipts where required through the CfR-approved route.
