EUR transition 2023 — what you still need to know

On January 1, 2023, Croatia replaced the Croatian kuna (HRK) with the euro (EUR) as the newest Eurozone member (the 20th country). Conversion rate: 1 EUR = 7.53450 HRK. Although the transition is complete, there are legacy elements still needing understanding.

01

Conversion rate 7.53450 and rules

The official transition rate was 1 EUR = 7.53450 HRK, fixed by the EU Council on July 12, 2022. All amounts from before 2023 (invoices, contracts, balances) must be converted at this rate. There are rounding rules: 0.005 EUR or more rounds up, less rounds down. Banks converted client accounts themselves without extra fees.

02

Dual pricing period (until 31.12.2023)

Throughout 2023, all displayed amounts (store prices, invoices, bank statements, salaries) had to be marked in both EUR and HRK. Goal: citizens gradually adopt new prices. From 1.1.2024, dual pricing is optional — most merchants show only EUR.

03

Legacy HRK invoices and forms

Invoices issued before 1.1.2023 remain in HRK in archives, but for VAT forms (monthly PDV from 1.1.2023) they are converted to EUR. Court disputes referring to pre-Euro contracts may require referring back to HRK amounts for authenticity — but payment is always in EUR at the 7.53450 rate.

04

SEPA and cross-border payments

Since Croatia is in the Eurozone, all domestic and intra-EU payments use the SEPA standard. Croatian banks (Zagrebačka, PBZ, Erste, OTP, RBA) all issue IBAN numbers starting with HR (e.g., HR12 1234 5678 9012 3456 7). SEPA Instant (10 seconds) supported, SEPA Credit Transfer standard. SWIFT MT103 only for non-EU payments (BAM Bosnia, RSD Serbia, ALL Albania).
