A-melding for employers — monthly 5th

A-melding is Norway's unified monthly reporting for employers. It covers Skatteetaten (tax withholding), NAV (employment), and SSB (statistics). Deadline: the 5th of each month for the previous month's payroll. This guide walks through how to submit correctly and what to do on issues.

01

What is reported in A-melding?

A-melding contains four main elements: employment (start/end date per employee), income (salary, benefits in kind, refunds), prepaid tax withholding, and employer contribution. Each employee is reported with national ID number (11 digits) — not d-number or temporary ID.

02

Zone calculation of employer contribution

Norway has differentiated employer contributions based on the workplace zone. Zone I (Oslo/Akershus/big cities) = 14.1 %, zone II = 10.6 %, zone III = 6.4 %, zone IV = 5.1 %. The workplace, not the company's head office, determines the zone. Home office pre-COVID = company zone; post 2024 interpretation = employee's residence zone.

03

Corrections and correction A-melding

If you discover an error in an already submitted A-melding, a correction is submitted. The platform generates only the delta — you don't need to re-submit the entire month. Example: an employee got the wrong bonus → correction shows new amount + original amount + reason.

04

Issues and receipt

After submission Altinn returns a receipt within 5-10 seconds. If there are issues they are shown in plain text with field reference. Common issues: invalid national ID (wrong check digit), missing zone, income type not matched to code list. The platform runs validators before submission to eliminate these.
